One of Shasta County’s accused chronic offenders is in custody and is being quickly processed through the system. Andrew Scott Whitley was arraigned Wednesday on charges including robbery, petty theft, shoplifting and trespassing. His bail was set at $100,000 for his felony charge and $5,000 for each of his 5 misdemeanors. He pleaded not guilty and was set for court dates in the near future. Another alleged chronic offender, David Lee Howser, remains at large.
